Reports Written as Evidence

Our neuropsychological reports are not standard clinical documents. They are comprehensive, thoroughly reasoned, and written specifically to meet the evidentiary standards required in due process proceedings. We document functional impairment clearly, address the legal standards that matter in IDEA cases, and anticipate the questions a hearing officer is likely to ask.

Expert Witness Testimony

Dr. Bugg has extensive experience serving as an expert witness in impartial hearings and due process proceedings throughout New York City. He is composed under cross-examination, clear in our clinical reasoning, and effective at translating complex neuropsychological findings into language that hearing officers and parents can follow.

Classroom Observations

When a case requires documentation of how a child functions in their actual school environment, we conduct direct classroom observations. Observational data from the school setting adds a critical layer of evidence that standardized testing alone cannot provide — and that hearing officers and attorneys know carries weight. If your case would benefit from a school-based observation, let us know during intake.

IEP Meeting Attendance

We attend IEP meetings when families and their legal counsel need clinical representation at the table. Having the evaluator present ensures that findings are accurately represented, that recommendations are defended in real time, and that the school team cannot minimize or mischaracterize the results. Your client's IEP meeting requires clinical presence, and we will be there.

Independent Educational Evaluations (IEE)

We are an approved IEE provider for the NYC Department of Education. Our evaluations are formally recognized by the DOE and carry full weight in IEP meetings and due process proceedings. When your client disagrees with the district's evaluation, we provide the independent, objective assessment that makes the case for appropriate services.

Direct DOE Billing for IEE Cases

We accept payment directly from the New York City Department of Education for Independent Educational Evaluations. Families do not need to pay out of pocket and seek reimbursement — we handle billing directly with the DOE, which simplifies the process considerably for the families you refer and removes a common barrier to moving forward quickly.

Carter Case Support

When families have unilaterally placed their child in a private school and are seeking tuition reimbursement, the documentation must be airtight. We understand the evidentiary bar for Carter cases and write reports that meet it. We are experienced in documenting denial of FAPE, inappropriate placement, and the appropriateness of the private school placement sought.

Expedited Timelines When You Need Them

Adult ADHD & Neuropsychological Testing

Many adults discover in their 20s, 30s, or beyond that they're neurodivergent—ADHD, autistic, or have learning differences that explain lifelong experiences of thinking and processing differently. Our evaluations provide diagnostic clarity and access to accommodations that honor how your brain works.

We offer two types of adult ADHD evaluations:
Comprehensive Neuropsychological Evaluation (8 hours)

Full assessment for workplace accommodations, professional exam documentation, or comprehensive diagnostic clarity. Includes complete cognitive and achievement testing, attention and executive function measures, and detailed written report.

Abbreviated ADHD Testing (2 hours)

Focused evaluation for treatment planning and medication management. Includes clinical interview, ADHD rating scales, and diagnostic report with treatment recommendations. Not appropriate for accommodation requests.
