About Dr. KC Bugg & Associates

With over 20 years of clinical experience, Dr. KC Bugg & Associates provides comprehensive neuropsychological evaluations to children, adolescents, and adults throughout New York City. Our team of experienced clinical psychologists specializes in ADHD assessments, autism evaluations, learning disability testing, and professional exam accommodations—helping individuals and families understand cognitive strengths, access appropriate support, and move forward with confidence.

Dr. KC Bugg, Psy.D.

Founder & Clinical Director

Dr. KC Bugg is a New York and California state-licensed clinical psychologist with over 20 years of experience providing neuropsychological evaluations and psychotherapy to children, adolescents, and adults. He founded Dr. KC Bugg & Associates to provide comprehensive, neurodiversity-affirming assessments for ADHD, Autism Spectrum Disorder, learning disabilities, and dementia, with specialized expertise in professional exam accommodations (LSAT, Bar Exam, MCAT, GRE).

As an approved provider for NYC Department of Education Independent Educational Evaluations (IEEs), Dr. Bugg works closely with families, schools, special education attorneys, and educational consultants to ensure children receive appropriate services and support. His evaluations are accepted by the Law School Admission Council (LSAC), New York State Board of Law Examiners (BOLE), and other professional licensing boards.

In addition to assessment work, Dr. Bugg provides psychotherapy for individuals across the lifespan, creating an open, non-judgmental space where clients can explore important life questions and develop new ways of being and coping.

Dr. Bugg received his doctorate from the Fuller School of Psychology in 2005 and is a member of the American Psychological Association and the New York Psychological Association. He relocated to New York from Pasadena, California in 2015.

Dr. Tiffany Frank, psychologist at Dr. KC Bugg and Associates in New York City

Dr. Tiffany Frank, Ph.D.

Tiffany L. Frank, Ph.D. is a New York state-licensed psychologist with over 15 years in the field. She received extensive training in psychological testing and has assisted in teaching this skill to first-year doctoral students. She believes that an accurate assessment and treatment plan provide powerful insights and concrete steps to help individuals move forward. She works with Dr. Bugg, conducting evaluations to provide direction and awareness to children and adults who struggle with challenges such as ADHD (and other learning disorders), Autism Spectrum Disorder, and personality difficulties that may be impeding successful navigation of the world.

She also regularly provides psychotherapy to adults and children of all ages and includes family members in treatment as well. She works in person at her office in Astoria, Queens, and virtually with patients across New York State. She values the one-on-one, in-depth relationship she builds with all her patients, which helps drive change. She is experienced with many issues facing individuals today, such as depression, anxiety, grief, and relationship difficulties.

Dr. Frank earned her doctorate from Adelphi University in 2013 and values the psychodynamic background she gained there. She continues to enrich her clinical knowledge through courses such as Emotion-Focused Therapy and Psychodynamic Treatment with Autism, participation in supervision groups, regular attendance at conferences, and consultation with other clinicians. Dr. Frank recently trained in SPACE, a parent-based treatment program for children and adolescents with anxiety and OCD. In her free time, Dr. Frank spends time teaching her two-year-old daughter how to play fetch with their 10-year-old goldendoodle, crafting with her cricut, and spending time in her favorite area of NYC - Astoria.

Dr. Marc Fowler, psychologist at Dr. KC Bugg and Associates in New York City

Dr. Marc Fowler, Psy.D.

Marc Fowler, PsyD has specialized training in the identification of neuro-developmental disorders, including specific learning disabilities, attention disorders (ADHD), mood disorders, autism spectrum disorders, and developmental delays. Dr. Fowler also has considerable experience developing 504 plans and Individualized Education Programs (IEPs), and working closely with IEP teams across elementary, middle, and high school staff.

Dr. Fowler is a licensed psychologist in the State of New York. He earned a doctorate degree in School Psychology from St. John's University. Dr. Fowler has experience in both school districts and clinical settings, working with children, adolescents, and adults. He uses a client-centered approach that focuses on problem-solving and on maximizing individual performance and psychological functioning.

Dr. Adelaida  Kelly Mejia, psychologist at Dr. KC Bugg and Associates in New York City

Adelaida Kelly Mejia, PhD

Adelaida Kelly Mejia, PhD, C.A.S., is a NY state-certified bilingual school psychologist and an intern with Dr. KC Bugg and Associates. Born and raised in the Dominican Republic, she was an elementary school teacher before moving to the States to pursue her graduate degrees. She earned a master's degree in school psychology from the Rochester Institute of Technology (RIT) in 2015. She holds a doctorate in psychology from Fordham University. Adelaida has worked with diverse, multicultural, and multilingual populations for over ten years. From inner city districts in Rochester to rural communities in Tucson, AZ, and, of course, her home, the Dominican Republic.

Adelaida is a research practitioner grounded in social justice, cultural awareness, advocacy, and community building. She has been awarded research grants to support her research projects, centralizing the voices of Latinx immigrant families in special education (Holmes Scholarship 2019, Latina 50 Plus Legacy Education Scholarship 2021, Alice Field-McNaelly Reddy Memorial Scholarship 2022, Street Data Mini Grant 2023).

Adelaida is committed to creating intentional spaces to foster diversity, equity, inclusion, and belonging. For instance, she led the first and only affinity group for BIPOC graduate students at Fordham University. As an international student, Adelaida understands the systemic barriers attached to her identity as a brown cisgender female scholar. She continually seeks professional opportunities to advocate for communities facing similar challenges. With a strengths-based approach, she is dedicated to centering her clients' stories and advocating for their needs.

Dr. Savanna Kiefer, psychologist at Dr. KC Bugg and Associates in New York City

Savanna Kiefer, Psy.D.

Savanna Kiefer, PsyD is a New York State-licensed clinical psychologist with extensive experience in psychological assessment and intervention across the lifespan, including toddlers, children, adolescents, and adults. She earned her doctoral degree in California from the PAU–Stanford PsyD Consortium, completed her doctoral internship at the Marcus Autism Center at Children's Healthcare of Atlanta and Emory University, and her postdoctoral fellowship at the Seaver Autism Center for Research and Treatment at Mount Sinai.

Dr. Kiefer provides clinical services in both English and Spanish. She specializes in working with individuals on the autism spectrum and those with related neurodevelopmental differences. Her clinical work includes individual therapy, parent and caregiver training (including Project ImPACT and Pivotal Response Treatment), and comprehensive diagnostic evaluations.

In addition to her specialization in neurodevelopmental disorders, Dr. Kiefer has experience working with individuals with anxiety, depression, and ADHD. She takes a collaborative, strengths-based, and family-centered approach to care, working closely with families to understand each person's unique needs and to encourage growth across home, school, and community settings.

Operations Manager

 

Madeleine is the Operations Manager for Dr. KC Bugg and Associates, where she ensures smooth practice operations and provides welcoming, organized support to clients and families. She handles scheduling, administrative coordination, and client communications with warmth and efficiency.

Madeleine graduated from Barnard College of Columbia University and earned her Master's degree in Shakespeare and Early Modern Drama from King's College, London, where she studied at the Globe Theatre. Her background in storytelling and communication brings a unique perspective to client care—she understands that every family has their own story and ensures each person feels heard, supported, and guided through the evaluation process.

When she's not managing practice operations, Madeleine pursues her passion for theater, literature, and the arts.
